AIRS v9.0.60 is Now Available for Download

AIRS Upgrade to Version v9.0.60 is now available for download from the Netsmart Customer Support website at https://airs.freshdesk.com. (login required)

This upgrade is required immediately for ALL agencies in order to perform subsequent AIRS upgrades and is the required version for reporting the 2023 RSR.

Important Information for IT administrators about HCS connectivity Issues

Network Requirements for Accessing Health Commerce System (HCS)

This document is intended for network administrators, particularly firewall and proxy security administrators in organizations that need to access the Health Commerce System (HCS). It will help you configure your network to support the secure connection to HCS.

This is an update/follow up to the previous communication dated 5/18/2023. We have finalized the timeline to implement the new Health Commerce System (HCS) network requirements to be October 18th, 2023.

NOTE: Connectivity must be ensured on or prior to October 18th, 2023

This document primarily focuses on the network requirements of accessing HCS from Internet browser via HTTPS. Most organizations deploy an internet firewall, or internet proxy and firewall, to restrict and control the HTTP based traffic that leaves and enters their network. Follow the firewall and proxy guidance below to enable access to HCS from your network.

First try testing. Our User Acceptance Testing (UAT) HCS website is accessible on the internet at https://uatcommerce.health.state.ny.us/. No need to login/authenticate. No further action needed If you can reach the login page of the UAT HCS website. If you are not able to reach the UAT HCS login page, continue below for guidance on ensuring network access for your users.

If you are using a firewall only, note that filtering HCS traffic using IP addresses is NOT recommended, as the IP addresses used by HCS are dynamic and may change at any time. The IP addresses also are not used exclusively by HCS but also by other customers of our service provider.

If your firewall supports URL filtering, configure the firewall to allow the HCS destination URLs listed here . An
* shown at the beginning of a URL (e.g., *.health.ny.gov) indicates that services in the top-level domain and all subdomains must be accessible, which will also help to ensure that users in your organization can access other DOH systems in addition to HCS.

If your firewall does not support URL filtering and must use IP filtering, configure the firewall to allow the HCS destination IPs listed here, but please notice that the IP addresses used by HCS are dynamic and may change at any time, therefore you need to continuously review and update your firewall accordingly .

Important Information for AIRS Users with HCS Accounts!

Health Commerce System is implementing Multi-Factor Authentication (MFA) effective August 23 on data transfers and AIRS extract submissions.

MFA adds an additional layer of security to the HCS application.

Users who submit AIRS extracts through HCS must have MFA starting on August 23, 2023.

Users who have not set up MFA will not be able to submit extracts starting on this date. Therefore users are strongly encouraged to set up MFA as soon as possible.

Users with a New York State driver’s license or non-driver photo ID can set up their own MFA:
• Click My Content on the top navigation bar and select “All Applications”
• Click the “M” tab, then “MFA Enrollment” and complete the required fields

Users without a New York State driver’s license or non-driver photo ID must have their MFA set up by their HCS Coordinator using the Coordinator’s Update Tool.

HCS Coordinators without a New York State driver’s license or non-driver photo ID must have their MFA completed by a different HCS Coordinator at their organization.

A Patch to v9.0.54 is Now Available for Download

For agencies currently running AIRS v9.0.54 a patch has been released.
Items included in this patch:

Laboratory and Psychological Testing
•A validation was incorrectly firing when NMI (Not Medically Indicated) was selected. This has been fixed.

Behind the Scenes
•URS_FLDS has been properly updated to ensure that "ODUH Materials Provided" data is properly reported in the AIDS Institute Extract.

Client Progress Report (CPR) Distributed to Eligible Upstate Providers

The NYSDOH AI has developed a Client Progress Report (CPR) that will be shared with Agencies for the purpose of supporting AI funded providers to actively engage and support your clients to maximize viral suppression so they remain healthy and can prevent further transmission. This report is currently available for providers who meet the current eligibility criteria (see CPR Guidance document) and are located outside of NYC (the five boroughs).

The following information is available to provide background on the project.

Client_Progress_Report_(CPR)_Provider_Letter – This letter was distributed to all currently eligible providers located outside of NYC.
Guidance_CPR_Project – This document provides additional background on the project and describes the eligibility criteria for participating in the project.
CPR_Training – This is the slide set used to provide training to CPR participants.

EXTRACTS-- IMPORTANT! PLEASE READ!
The process for creating AIDS Institute Extracts (AI, EPI, and HCV (NEW)) has been streamlined and automated. Once the user clicks on “New” all three extracts will be generated and automatically saved to their respective folders found in the ‘Extracts’ folder within the AIRS Directory. The process for submission via the Health Commerce System (HCS) will remain the same.

Note: This upgrade will automatically remove/delete any zip files found in the Extract folder. It is strongly recommended that agencies review the Extracts folder prior to performing this version upgrade and save any needed files to another location.

HCV EXTRACT (NEW)
NYS-DOH HCV Elimination Plan requires the reporting of names and information on clients who test positive or receive treatment for Hepatitis C. This extract will include client names and demographics. This extract file will be encrypted and password protected. It will be submitted via the Health Commerce System (HCS) monthly to the Bureau of Hepatitis Health Care.

Note: All agencies are required to submit HCV extracts each month starting in July 2022. (Exception: agencies solely funded to provide HHS or Legal services are not to submit HCV extracts)

FINANCIAL INFORMATION
The % of the Federal Poverty Level (FPL) will now calculate for 2022 as the 2022 Federal Poverty Level amounts have been added to the POVERTY table.

• This assessment is used by AIDS Institute programs to identify unmet needs of individuals that impact health outcomes. It is to be completed at client intake and regular intervals as determined by AIDS Institute program guidance.

• The following Agency Closing Reason and Program Closing Reason have been added for use with this utility: (98) Administrative Closure

COUNSELING TESTING AND REFERRAL
• Programming has been completed to make Legacy CTR Sessions “View Only”. The editing of legacy CTR data is no longer allowed.

• An additional validation has been added to the process of updating/changing user’s passwords: The last character of a 10-digit password can no longer be a number.

CLOSE CLIENTS IN AGENCY
• This utility is under the SYSTEM menu and can be used to change clients’ status from ‘Active’ to ‘Closed’ in your agency and generate a list of clients with their last date of service in various modules.

Version 9.0.20 is now available for download

The lates AIRS upgrade is now available for download on the Netsmart Support Site. This version is 9.0.20.

It is recommended that ALL agencies using AIRS run the most recent version of the software. 

v9.0.20 Data Collection Forms are now available on the forms page of this website.
These include all the updates found in this upgrade!

Included in this upgrade are improvements, fixes, and changes including the following items:

RSR CLIENT Detail Report

New Question--Question 76: Client new to provider this reporting period?

This question is found on the report right after Question 2: (Vital Enrollment Status)
When client’s intake date is within the RSR reporting period, Yes will be automatically reported.
When client’s intake date is not within the RSR reporting period, No will be automatically reported.

New Question--Question 77: If client is not new, received at least 1 RSR service
in the prior year?

This question is only required and reported for a client when the answer to Question 76 = NO.
There is no data entry required for this question. It is automatically answered based on the client’s data, found in AIRS, for the previous reporting period.

CJI HIV Treatment Outcome (new)

The Prevention Division’s Criminal Justice Initiative (CJ) program will record treatment outcomes for incarcerated HIV positive clients released into the community.  The Programs (and their associated questions) are separated into ‘In-facility’ for clients who are still incarcerated and ‘Re-entry’ for those who are back in society. Some of the answers to the ‘In-facility’ questions will create an Encounter/Service.

Data Cleanup Report
The filtering for this report has been updated. The report will now only include clients who have at least one service in the past year from the current date.

Drug Regimen History
The ARV medication Rukobia has been added.

Risk History
• Multiple previously entered client Risk History records with the same date (from Risk History, CTR, and/or HCV) have been merged into 1 record.
• Corrected the issue where an existing risk record did not bring in the existing risk information when entering CTR and/or HCV on the same date.  Now, the existing risk information will be carried over when CTR or HCV Rapid Testing is entered with same date as the Risk record.
• If ALL the “Sex with gender in the last 6 months” questions are ‘NO’, then the ‘Had sex in order to get something you needed such as money, drugs, food, or housing?’ question will now be auto-loaded with ‘NO’ and made inactive to the user.

New 'HIV/AIDS Epidemiology Extract' Upload Process Starts Today

As of 9/4/20, you must use the HIV/AIDS Provider Portal, found within the Health Commerce System (HCS), to upload the HIV/AIDS Epidemiology Extract (EPI Extract) to the AIDS Institute. If you navigate to the old location, you will not be able to upload the extract since the [Submit] button has been removed. There will, however, be information along with the guidance document linked HERE for the steps to follow to the ‘Portal’.

New 'HIV/AIDS Epidemiology Extract' Upload Process

The upload process for the HIV/AIDS Epidemiology Extract (EPI Extract) has changed.  Though the extract must still be uploaded through the Health Commerce System (HCS), it is now part of the HIV/AIDS Provider Portal.  The guidance document linked HERE will outline the steps you must follow to access the HIV/AIDS Provider Portal application in HCS.  During the month of August, both the old EPI Extract submission process and the new submission process will function simultaneously to allow for a transition period.  However, you are encouraged to use the new process on your next submission.  It is anticipated that the old submission process will be disabled starting 9/1/20. 

Please note that the process for submitting the AIDS Institute Monthly Report Extract and the Ryan White Annual Service Report will not change.  All extract submissions are still made through the HCS.  Please contact your Contract Manager if you have any questions.

AIDS Institute COVID-19 FAQ for Contract, Programs, Fiscal, and Data issues

The AIDS Institute (AI) recognizes that the COVID-19 emergency is having a significant impact on clients, the community, and the agencies who serve them. The AI has received many questions related to the COVID-19 emergency and AIDS Institute contracts, including program, fiscal, and data issues. A Frequently Asked Questions (FAQ) document has been created and was distributed to all AI funded providers. Please reach out to your contract manager if you have any questions.  If you are not able to reach your contract manager, you may send an email to AICOVID19@health.ny.gov.

New Patch for AIRS

For agencies currently running AIRS v9.0.4, a patch has been released to v9.0.5.

Items included in this patch:
AGENCY INTAKE- Agencies reported an error message was received when editing the Agency Intake. This has been resolved.
DRUG REGIMEN HISTORY- Agencies reported an error message when editing an existing ARV Drug Regimen Record. This has been resolved.
LEGAL SERVICES- Agencies reported problems selecting programs and entering services. This was resolved.
HIV/AIDS EPIDEMIOLOGY EXTRACT- Agencies with specific data conditions reported an error when generating the extract. This was resolved.
RSR/ RYAN WHITE SERVICES REPORT/EXTRACT- It was reported that the extract is reporting Q2 (Enrollment Status) as NULL (missing) instead of Code 7 when client is closed with the reason of 'Unknown/Lost to Follow-up.' This has been resolved.

It is recommended that all agencies using AIRS apply this patch ASAP!

Suspension of AIRS Training Classes

The AIDS Institute understands that due to the concerns surrounding Novel Coronavirus (COVID-19), many may be concerned about the status of upcoming public meetings relating to participation and travel for both staff and community members. To address these concerns, we will not be scheduling any AIRS in-person training classes in the month of March, 2020. We will begin offering in-person training classes as soon as these precautionary measures are no longer needed. We will have more information as we approach the end of the month. Thank you for your understanding.

HRSA Webinar on Changes for 2019 RSR

HAB’s Division of Policy and Data’s Data Management and Analysis Branch will be presenting an overview of the changes to the 2019 Ryan White HIV/AIDS Program Services Report (RWHAP) for RWHAP recipients, subrecipients and HAB staff on Wednesday, May 8 from 2 – 3 pm. The changes include revisions to the current Client, Recipient and Provider data collection instruments and changes to the services reported in the Client Report. These modifications largely reflect HRSA HAB’s efforts to reduce data reporting burden on recipients and subrecipients; improve the quality of all data collected and reported; ensure HRSA HAB can measure the investment and impact of all RWHAP-related expenditures at state and local levels; and align the data collection and reporting efforts with recently released Policy Clarification Notices (PCNs).

A fact sheet that summarizes the variable changes, describes eligible services reporting, and provides a timeline for the rollout and implementation of the changes to your data collection and reporting systems is now available on TargetHIV.

New Upgrade for ERA Is Now Available

A new version of the External Reporting Application (ERA) for AIRS is now available from the Netsmart Support Site (login required).

This new upgrade (version 1.0.8.5) contains new reports and minor changes:

Reports
Counseling and Testing Details Report
There have been minor changes to multiple reports that are mostly cosmetic in nature.
Changes
Reports that filter on program now have an option to only show active programs via a check box at the top of the filter screen.
Reports will no longer display the agency name as a combination of both agency name fields in the agency information screen.
As always, if your agency already have ERA installed, you should download only the ERA Upgrade File, but if your agency have yet to install ERA, make sure you download only the ERA Install File.

To upgrade or install a new version of ERA:
Download the zipped file from the Netsmart Support Site.
Unzip the file to a local drive.
Copy the viewer and viewer.exe folders.
Paste those two files into the AIRS main directory.
Login to ERA using your AIRS credentials.

Patch to v8.9.889 Has Been Released for Agencies Currently Running AIRS v8.9.888

Updates and corrections were needed for the AIRS V8.9.888 Upgrade released December 26, 2018.
To address these items, Netsmart Technologies has created an AIRS Patch for v8.9.888 which will update AIRS to v8.9.889.

This patch is now available from the Netsmart Support Site.

Detailed information on the contents of this patch are found in the AIRS Patch Instructions 8.9.889.

The AIDS Institute suggests all agencies run this optional patch for the additions of Missing ‘Sex at Birth’ and ‘Sexual Orientation' to the Data Cleanup Report.
